- Try changing the permissions on the wp-content directory to 766. If you still have problems, try 767, 775 or 777. Once your uploads are working, change the permissions on wp-content back to 755 again and check that everything still works OK.

So, I setup a user 'webadmin' and a group 'sites'.
Webadmin is used to ftp files in. It does not have sudo and is not a member of any group other than sites. I added the apache user to the sites group also.At a level 1 up from the webroot, I gave ownership to the webroot and all files and directories under it to webadmin:sites.At a level I up from the webroot, I made the webroot and all subdirectories 775. This is what the codex says might be needed for a VPS.
I kept reading that 755 was the correct permissions everywhere else, but noticed the difference when reading the codex. It appears that 755 is correct for shared hosting of situations where you are using suexec. Files are set 664, except for wp-config.php which is set 640.I'm making the point about starting above the webroot, because just having the ownership and permission under the webroot set may not be sufficient for updates. The webroot directory may need 775.After this, I have been able to do everything as needed and I think permissions are correct, though I'm open to corrections / suggestions.I hope this is helpful for you.
Thank you for your thoughtful reply. I eventually figured out the issue. It wasn't a matter of permissions afterall, but of SELinux policies. It was SELinux blocking the upload. I used setenforce permissive to temporarily disable it, and lo and behold it works now. I'm currently reading up on how to properly set security contexts so i can leave it up and still have the uploads work.I just about tore my hair out until i managed to stumble upon this solution. Most stuff available online focuses on permissions and ownership but overlook this very possible culprit.
